What is a Hiring Agent?

Hiring agents select registered workers for daily employment on behalf of waterfront employers in the Port. They are key advisory representatives of port employers. Applications must be submitted by the waterfront employer on behalf of any individual who wants to be licensed as a hiring agent.

In carrying out their hiring responsibilities on behalf of the stevedore, hiring agents must be impartial, without any influence from a union that represents longshore workers. They must comply with industry seniority rules and waterfront regulations that ensure that longshore workers are hired in a fair and nondiscriminatory manner. They cannot be members of a union that represents longshore workers.


What is the standard for licensure?

Given the significance of this role, an individual must possess good character and integrity in order to be licensed as a hiring agent.
